Project Description

The Disaster Management Center is designed as a resilient and integrated hub that responds to the urgent need for coordinated disaster preparedness and emergency response in Tripoli, Lebanon. The project brings together governmental institutions, NGOs, civil defense, medical support, and training facilities within one centralized complex to ensure rapid decision-making and effective collaboration during crises.
The architectural concept is inspired by the duality of disaster and recovery. Fragmented masses represent the sudden impact of disasters, while the solid exterior envelope conveys strength, protection, and stability. Internally, the design shifts toward openness and transparency, symbolizing hope, continuity, and resilience. The cracks and fractures are expressed inward rather than outward, reflecting how communities often carry the impact of crises internally while remaining strong externally.
The project is organized into three main functional blocks: Command, Control, and Coordination; Medical Support; and Other Services and Training. These blocks are connected through elevated bridges that correspond directly to functional relationships, emphasizing communication, accessibility, and collaboration. Structurally, the center relies on reinforced concrete and steel, ensuring seismic resistance, durability, and flexibility. Seismic joints within the bridges enhance adaptability and safety during earthquakes.
Overall, the project aims to create a defensive yet human-centered environment that balances strength with openness, transforming the Disaster Management Center into both a shield and a beacon of recovery for the city.
