Project Description
This project proposes a Civic, Cultural, and Judicial Forum in Adlieh, Beirut, reimagining the area as a contemporary agora where justice, memory, and everyday public life intersect. Long dominated by infrastructure, traffic, and institutions of authority, Adlieh has become a space people pass through rather than inhabit. The project seeks to restore its civic role by transforming it into a place of gathering, expression, and collective belonging.
Rooted in the concept of Invisible Beirut, the proposal reveals the unseen forces shaping the city—displacement, informal occupation, and hidden underground infrastructures. By mapping both visible and invisible urban layers, the project traces a “New Invisible Line” that connects memory, conflict, and opportunity. Adlieh becomes the clearest expression of this paradox, where monumental symbols of power coexist with marginalized lives concealed in plain sight.
At the urban scale, the project creates a continuous civic network linking the Palace of Justice, the National Museum, Ashrafieh, and surrounding neighborhoods. A new public piazza facing the Palace of Justice functions as an open civic and protest ground, reconnecting people with institutions of power. Below ground, pedestrian passages stitch fragmented plots together, extending the public realm into the subterranean city.
Key interventions include a Justice Memory Museum beneath the bridge, an Archive and Legal Library that supports education and public access to knowledge, and a vertical courtroom tower that extends the Palace of Justice into a visible civic landmark. Together, these elements form a layered civic continuum that transforms Adlieh from a space of control and fear into a shared urban heart grounded in transparency, memory, and democratic life.
